Master plans encourage bicycling around Rochester
It has begun implementing its Bicycle Master Plan, as much a mindset as it is a blueprint for creating a bicycle-friendly community."The bicycle is very competitive with the car in short distances," said Erik Frisch, transportation specialist for the city. "The majority of trips in this country are less than five miles, and they're not work trips. If we can get more and more of these shorter trips taken by walking and biking, you're doing wonders for your public health, your air quality, traffic congestion. It's not about recreation. It's about transportation." Penfield did a master plan in 2008, and Brighton expects to have one completed by September 2012.
An important part of Brighton's plan is access to the downtown and Brighton campuses of Monroe Community College, the University of Rochester and Rochester Institute of Technology in Henrietta, as well as St. John Fisher and Nazareth colleges in Pittsford. Including the needs of bicyclists in road planning also is seen as economic justice for people who can't afford a car and rely on a bicycle.
"It's an issue of making sure we're providing opportunities and choices for everyone," said Richard Perrin, executive director of the Genesee Transportation Council, which provided funding for the Penfield and Brighton plans. Burkett said he's noticed a few more people biking, but said fear seems to keep many off their bikes.
Dr. Scott MacRae, a board member of the Rochester Cycling Alliance, uses less-traveled roads to bike from the Park Avenue area to Meridian Centre on South Winton Road. But he said that people may perceive more danger than actually exists, and don't fully appreciate the health benefits of bicycling.

"We're looking for more and more opportunities to get people on their bikes," said MacRae, director of refractive surgery at the University of Rochester Medical Center. "Once it happens, you'll see the streets become safer for everyone."
