Company accuses Warren of unfairly awarding contract
A contractor is accusing Newton Mayor Setti Warren of acting unfairly and inappropriately when the mayor signaled plans to award a city contract to a firm that employs Howard Haywood, one of the mayor’s long-time friends and a past political confidant.
But Warren told the Newton TAB last week that the conflict of interest allegations against him from a Boston-based facilities company, VFA, are completely unsubstantiated.
“These are very serious allegations,” Warren, who is seeking the Democratic nomination for the 2012 U.S. Senate contes t,told the Newton TAB. “We are extremely disappointed in the actions and behavior of this company.
The Designer Selection Committee recommended VFA for the contract, but according to a letter dated April 21, Warren instead chose Kleinfelder/SEA , because of a risk-based prioritization of capital needs it will provide. The contract is estimated to be worth about $500,000.
“I made the best decision for Newton,” Warren said.
Haywood, the former minister at Myrtle Baptist Church, was one of three co-chairs for Warren’s 2009 mayoral campaign.He is a senior client manager with Kleinfelder/SEA and has been with the company for five years.
“VFA believes that the mayor interceded in the award process, which would be inappropriate and unfair,”t he company said in its statement sent to the Newton TAB through its public relations firm, Schwartz Communications, last week , “and resulted in the project being awarded to a company that employs his former campaign co-manager.”
Newton’s Board of Aldermen authorized the contract, for a study of 35 municipal buildings, in March for $395,000. The administration has requested an additional $100,000 from Community Preservation Act funds for the project.
The mayor said that unlike the other companies considered by the committee, Kleinfelder/SEA has a database tool that will allow the city to put its entire capital needs -- including roads, sewers and buildings – into one system.
“It has to be a user-friendly system for our employees,” Warren said. “This is the crux, so that in October I’m able to present our capital plan.”
Haywood told the Newton TAB that he “feels very, very bad” that the mayor was the subject of the allegations from a competitor. He said his relationship with the mayor has nothing to do with why SEA was chosen for the contract.
