OBERLIN — State authorities have arrested Oakdale City Marshal Chad Doyle on charges of felony theft and malfeasance in office.
Doyle, who was arrested late last month, is accused of misappropriating public funds for himself and a woman who is not an employee of his office. He is also accused of spending money intended as payments for court-ordered garnishments to cover questionable operating expenses.
The marshal was arrested by the Attorney General’s Office June 23. He was released from the Allen Parish Jail on his own recognizance.
State Inspector General Stephen Street confirmed Doyle’s arrest Tuesday and would only say the joint investigation by his office and the attorney general “could take some time.”
The American Press obtained a copy of Doyle’s arrest warrant from the Allen Parish Clerk of Court’s Office. It states the investigation has been hindered by Doyle’s “gross mismanagement of (the) marshal’s office funds and lack of paperwork.”
The warrant notes the routine 2010 fiscal audit is incomplete because of “difficulty in obtaining marshal’s office financial records.” Such annual audits are required by the state.
The investigation of Doyle, 40, of Oakdale began last year after Street’s office received an anonymous tip that Doyle used public funds to buy and install emergency lighting equipment for a woman not employed by the marshal’s office, court documents show.
The American Press also obtained a copy of search warrants issued in February and March. The documents show Doyle waived his Miranda rights on Feb. 2 and admitted to paying for the lights.
State investigators secured marshal’s office checking account records after a subpoena was issued by the 19th Judicial District Court in Baton Rouge.
On Feb. 16, Allen Parish District Attorney Todd Nesom called Doyle regarding allegations he had taken the garnishment funds intended for creditors and converted them for his own use.
The allegations arose after creditors told the Oakdale City Court they never received funds paid to satisfy debts they were seeking to collect.
Paul Abrusley, who audited the marshal’s office, said Doyle obtained a debit card for the marshal’s checking account when he took office and had made many questionable expenditures, including payments to iTunes.
